This console command adds the specified amount of Government reform progress to the country with the specified country tag. If you don't specify a country tag as the second argument, this command will appy to the country that you are playing as. If you do not specify an amount, the default (500) will be added.
reformprogress [amount] [country tag]
| Amount | A number. The amount of reform progress with you wish add. Specify negative numbers to reduce reform progress. |
| Country Tag | Optional. The country tag of the country you wish to add reform progress to. If not specified, the country that you are playing as will be affected. |

POL is Poland's country tag. This console command would add 20 reform progress to Poland.
reformprogress -50 POL
POL is Poland's country tag. As the amount specified is negative, this console command would remove 50 reform progress from Poland.
